The urine test is a red herring. If you have "no problem with helping people get back on their feet," then you should willingly contribute to the church or charity of your choice. If the State forces you to "contribute," under pain of fine or imprisonment (which is to say, ultimately, under pain of violence up to and including death--try defending yourself against the tax collectors and see what happens), your contribution ceases to be a contribution.

It doesn't matter how noble the State's cause. If the State taxes you to fund its cause, it is engaging in extortion. You are paying tribute. You are paying tribute without regard to whether the purported beneficiaries take a urine test as a condition of collecting (a portion of) your tribute.

You are not contributing to charity. You are paying off a criminal syndicate so they don't follow through with their threat to break your thumbs.
