First, French elites shake down French commoners to colonize Africa and the Middle East. Then, French elites shake down French commoners to colonize France with erstwhile African and Middle Eastern colonials. 

Stop talking about just desserts for French commoners. They did nothing wrong. 

Elites are the culprits. Commoners are the victims.
